The Faculty Assembly ("Assembly") shall be established at Macon & Joan Brock Virginia Health Sciences Eastern Virginia Medical School (EVMS) and the EVMS School of Health Professions at Old Dominion University (EVMS Schools) to represent the faculty in specified areas of its responsibilities and concerns to:
- Initiate, develop, and participate in the formulation of academic, educational and research policies of the schools and formation of new clinical and educational departments, divisions or centers and make recommendations to the Executive Vice President or Deans of the EVMS Schools.
- Consider such policies, programs, and other matters as the Executive Vice President, the administration, the Council of Chairs, EVMS Schools, EVMS Medical Group, student organizations, or individual members of the faculty may propose.
- Review and propose changes in faculty related policies to the Faculty Handbook for EVMS Schools or Old Dominion University
- Help create, maintain, and protect an environment conducive to the growth of scholarship, creativity, learning, teaching, research, clinical excellence, service and respect for human rights and dignity.
- Accept and share responsibilities with the administration and students to improve the stature and effectiveness of EVMS Schools at Old Dominion University.
- Two Assembly Members will represent the Biomedical and Translational Sciences (BTS) and two the School of Health Professions (SHP). One Faculty Member in the Assembly will represent each of the remaining of the following Departments:
- Family & Community Medicine
- Medical Education
- Emergency Medicine
- Medicine
- Biomedical and Translational Sciences (BTS) (two members, one from research track and one from educational track)
- Obstetrics & Gynecology
- Otolaryngology
- Pediatrics
- Podiatry
- Physical Medicine & Rehabilitation
- Psychiatry & Behavioral Sciences
- Radiation Oncology
- Radiology
- EVMS School of Health Professions (SHP) (two members, one from clinical programs and one from non-clinical programs)
- Surgery
- Urology
- Ophthalmology
- Any Department, Division or School not listed above shall be able to add a representative to the Assembly at any time.
- Quorum for Assembly meetings is set at 51% of the named members.
- Each Assembly Member should have an Alternate.
- Each Department, Division or School represented will have voting privileges; motions will pass if 51% of the votes of the Departments or Schools represented are in favor of the motion.
- Assembly Members will be elected by their School, Department or Division peers.
- Department Chairpersons may only serve as Assembly Members or Alternates for Departments or Schools with a total faculty roster of three or fewer.
- Individual Assembly Members will be responsible for choosing their Alternate.
- Each Department, Division or School will hold elections every two years, by February, for the Assembly member for a two-year term. Interim elections will be held when necessary. If members serve in the Senate, their departmental election cycle should align with the Senate election cycle for the seat.
- For Assembly members who will be staying on the Executive Committee for the following term (President-Elect and President) an election will be held for the Alternate.
- The Assembly will hold elections to fill executive committee seats (i.e., President-Elect, Secretary and Member-at-Large) with expiring terms for the following term. These elections will occur in June, and a preliminary listing of Members and Alternates will be made available for the following two Academic Years. In July, a final listing of Members and Alternates will be made official.
- An Executive Committee will oversee the Assembly functions in accordance with the above-mentioned purpose. The Executive Committee will be elected at the Assembly meeting in June and begin their service on July 1. Interim elections will be held when necessary.

- The President of the Assembly:
- Presiding over the meetings of the Assembly
- Meeting monthly with the Executive Vice-President of EVMS Schools
- Attending the Board of Directors meetings
- Presenting the Assembly report at the General Faculty Meetings
- Representing the Assembly on the Finance Subcommittee of the Board of Directors
- The President-Elect of the Assembly:
- Presiding during the meetings of the Assembly in the absence of the President of the Assembly
- Meeting monthly with the Virginia Health Sciences Executive Vice-President in the absence of the President of the Assembly
- Assisting the President in all his responsibilities
- Presenting the Assembly Reports at the General Faculty Meetings in the absence of the President of the Assembly
- Representing the Assembly on the Promotions and Tenure Committee.
- The Secretary:
- Assisting the President during the Assembly meetings
- Composing and submitting the minutes of the Assembly meetings
- A Member at Large:
- Assists the Secretary
- Represent Assembly in ad-hoc roles as needed
- Past President
- The Executive Committee will meet and communicate with the Assembly members as needed. These communications may be in any digital format or in person.
Quorum for the Executive Committee is simple majority (3 of 5 members).
All decisions taken by the Executive Committee will be submitted to the Assembly before being formally adopted.
Assembly Meetings, either full or Executive Committee only, will be held on the third Monday of every month (excluding July and August), at the time and location set by the Assembly. If the third Monday is a holiday, the meeting date may change as appropriately to the Assembly.
- represent the Assembly at the Board of Directors Finance Subcommittee and Promotion and Tenure committees.
- The Assembly may also have official representatives on the following or any other committees, if committees are active and as needed:
- Space Committee
- Ad-hoc Committees (when appropriate)
- The representative may already be a member of the above Committees.
Assembly representation at Old Dominion University Senate
- The Assembly members by default will represent their department and school at the ÃÛÌÒ´«Ã½ Senate, including The Biomedical and Translational Sciences (BTS) department and School of Health Professions (SHP). The Assembly will select Senators among the Assembly members to represent EVMS Schools Clinical Departments and Divisions at the ÃÛÌÒ´«Ã½ Faculty Senate based on below membership and ÃÛÌÒ´«Ã½ district election guidelines. The elected Senators serve for a two-year period on the ÃÛÌÒ´«Ã½ Faculty Senate and ÃÛÌÒ´«Ã½ Committees if selected.
- The total number of Senators at the ÃÛÌÒ´«Ã½ Senate from EVMS Schools is Nine (9) Senators, as follows.
- Up to Seven member Senators from the School of Medicine, including Biomedical and Translational Sciences. Up to Five Assembly members from the Clinical departments will be selected as Senators.
- One Senator will be the Assembly member from the Biomedical and Translational Sciences educational track
- One Senator will be the Assembly member from the Biomedical and Translational Sciences research track
- Up to Three ad-hoc Senators regardless of EVMS Schools of appointment who volunteer for the role if five Clinical Department Assembly members will not be able to serve as Senators.
- Ad-hoc members are eligible to attend the Assembly meetings.
- All salaried, non-salaried, and emeriti faculty members from EVMS Schools are eligible as ad-hoc members.
- No more than one member of non-salaried or emeriti faculty members may serve as an ad-hoc member at a time. Assembly and ad-hoc members at ÃÛÌÒ´«Ã½ Faculty Senate will report to the Assembly and the Executive Committee at the monthly meetings or as needed.
- Two Senators from the School of Health Professions.
- One Senator will be the Assembly member from clinical programs.
- One Senator will be the Assembly member from non-clinical programs.
- One Senator will be the Assembly member from the Biomedical and Translational Sciences educational track
- Up to Seven member Senators from the School of Medicine, including Biomedical and Translational Sciences. Up to Five Assembly members from the Clinical departments will be selected as Senators.
Faculty Assembly Meetings will be held on the third Monday of every month (excluding July and August), at the time and location set by the Faculty Assembly.
